FEMA Welcomes Sparks to Project Impact

The Federal Emergency Management Agency (FEMA) welcomed the City of Sparks, Nevada, as the newest member of the agency's Project Impact during a formal signing ceremony Nov. 9, 1998 in the Council Chamber of the Sparks City Hall.

"Project Impact: Building a Disaster Resistant Community" encourages communities to come together to assess their hazards and vulnerabilities, and to apply strategies that limit damages before disasters occur.  A major focus of the initiative is public awareness and partners.

"Communities throughout the country need to be prepared for disasters that we know will come," said Martha Whetstone, director of FEMA Region IX.  "We welcome and applaud Sparks' leadership in taking action to help lessen future damages."

Sparks Mayor
"This partnership complements our city's goals,  where public safety is a top priority," said Sparks Mayor.

"Sparks has had its share of devastation from natural disasters - in particular, flooding.   Project Impact is the beginning of a dynamic program to further ensure that we will be better prepared to handle major emergencies and disaster."

Under the terms of the memorandum of understanding that was signed, the Project Impact partners will undertake activities such as hazard analysis, risk assessment and infrastructure strengthening.

Besides FEMA and the City of Sparks, the Project Impact partners will include the State of Nevada and several community-based organizations and local businesses.

The City of Sparks private partners are , Supply One, Northern Nevada Medical Center, Visual Imagry, Inc., IBM Global Services and Nimous Engineers.

The City of Sparks public partners include:  the American Red Cross, Sierra Pacif Power (Lifeline Utilities), State of Nevada Division of Mental H ealth,  Sparks Police Department, Sparks Fire Department, Washoe Country District Health Department.

Partners in Project Impact agree to take appropriate steps to mitigate damage to their facilities; to provide emergency training and special services for employees; and to render technical assistance, financial resources or in-kind services to other members of the community.

"Project Impact is a great example of cooperative partnership between the private and public sectors," said Frank Siracusa, chief of the State of Nevada's Division of Emergency Management.  "We believe that the success of Nevada's emergency management process is dependent upon this type of team concept."
